At Port Wentworth, GA and Port Newark, NJ, I’ve seen spotter trucks with rims painted that way. It’s supposed to be for safety reasons, so you can tell at a glance if the truck is in motion. Maybe this FC used to be a service truck at a Swedish port or other government facility.
