Actually it looks like the new tailgate is lying in the bed waiting to be mounted. Looks like a lot of rebuilding on this tub.
I’d wondered that, too, but it seems a bit narrow? It’s definitely missing the standard tailgate parts (including the holes for hinges).
The location of this Jeep and the previous one is pretty much dead center of the rust belt hence all the creative solutions seen to eliminate rot, often times by people without the skills necessary to do a good job(Cheap).
