    It says “nonop runs and drives”… Is it non operational, or does it run and drive? Am I reading this wrong?

    Non op is a class of registration in California. It means this … “Planned non-operation (PNO) means that the vehicle will not be driven, towed, stored, or parked on public roads or highways for the entire registration year. Start PNO. DMV will accept PNO filings up to 60 days before registration expires or up to 90 days after registration expires.”

    It’s a way to reduce yearly taxes, yet keep it in the system. Roughly 1.2 million vehicles are abandoned by people in California costing the state roughly $120 million a year. To help deal with this issue, the Non-Op system was established.

    If vehicle owners don’t Non-op their vehicles, normal registration costs will be assigned annually to the vehicle and those costs will accumulate until the vehicle is re-registered. Even if you sell it, the new owner has to pay the back fees before it can be registered.
