Andy spotted this parts or project. I am unclear how to interpret the latter half of the description??

Dave – I can explain it. He probably had to resume doing the FB ad on his phone down on the seat when the state patrol appeared in the next lane while going 75 on the freeway. When the patrol took the exit, he was able to finish the sentence on his steering wheel.
