Maybe used as a push jeep for sprint/midget car racing at one time? That might explain the bumper. I can’t explain the hardtop. Note the radiator hood bump, too.

Listed as a 1943, it looks more like a CJ-2A. The tires (vintage super swampers?) look in good shape with lots of tread.
