The flattie looks to be a M-38, so the year should be 1950 or later. The other I’m guessing to be a M-38a1. It’s a bizarre parking job.

UPDATE: I dropped by the seller’s house today to check this jeep out. Kim’s father is the actual seller and Kim is selling it for him. Both father and son rebuild wagon’s, with Kim specializing in Sheep Wagons (see pic to the right). I suspect the large Basque population in southern Idaho (5th largest community of Basques in the world) fosters this unusual hobby (at least I’ve never seen these anywhere else).
As for the jeep, it turns out to be a pretty stock M-38 that runs. It’s got some rough edges and needs some paint. It’s got the dual battery setup. It could use new seat covers and a new gas tank and a few other items. A professional mechanic has done some work on it and can provide more specific information.
