I thought the front bumper on this was particularly unusual. Purpose built?

“1973 Jeep CJ5 * Does not run * Jeep was parked in my garage and has not been started for 25 years. Ran great when parked, but over time fuel lines cracked. Was going to restore it, but never got around to it. Fuel tank was pulled years ago. Engine wiring needs to be repaired/replaced I purchased the Jeep in 1987. Engine, transmission and transfer box were all professionally rebuilt in the mid 90s. Never put more than 20k miles on them, after rebuild.     I knew a guy that had a similar sized set-up on the back of a Dodge truck. It had valves and a hose, and he’d fill it with air from his compressor so he could air his tires up in the woods. I never saw it used, so I have no idea if it was an effective air tank or not.
